Utility Rate Information

The Water, Wastewater, and Solid Waste Utilities are Enterprise Funds, which means they are non-General Fund supported services provided to the City’s residents and businesses. Enterprise Funds are intended to be self-sustaining through rates that pay for the cost of providing the service.

As the cost of providing utilities increases, a correlating rate increase is necessary to continue to provide services. In 2009, the Port Hueneme City Council conducted two Proposition 218 elections (per Article XIII D of the California Constitution), in which ratepayers and property owners had the opportunity to submit a ballot protesting increases in rates for Water, Wastewater, and Solid Waste. A majority of the ballots protesting the rate increases was not received; therefore, the City Council approved the new rates.

The current Water rates took effect February 18, 2020. The current Wastewater and Solid Waste rates took effect January 1, 2013.



In September 2018, Senate Bill 998 (SB998) was signed and set to take effect in early 2020. Also known as, "The Water Shutoff Protection Act" it sets new restrictions on residential water service termination for non-payment of a water utility bill.
